What it checks

• OFAC Specially Designated Nationals (SDN) name screen on the counterparty
• Live on-chain wallet signals: contract vs. EOA status, balance, transaction history
• Fused fail-closed verdict — CLEAR, REVIEW, or BLOCK — not a raw data dump you have to interpret yourself

Why a signed receipt

Every clearance call returns an Ed25519-signed record binding the query, the verdict, and the timestamp. If a payment goes wrong, you have independently verifiable proof you checked the counterparty first — not just a log line you wrote yourself.
